The Deluxe Upgrade is meant to only work on the standard edition to upgrade it. But I've not tested it myself, and you are reliant on Quick Play option being favourable and finding you a host. If you have the Starter Edition you can still join other player hosted games of No Sanctuary DLC online. So you can get started for about 25€, or pay 35€ for standard for 1 extra mission, or pay even more for some skins on top of that, it's a no brainer which version is the best price wise. Deluxe comes with some extra skins(useless), both deluxe and standard have S2E1 unlocked, everything else is in all 3 versions.
